rB510db9512fc6: Outliner: Enable render visibility column by default

Summary

The render visibility column in the Outliner should be enabled by default. This change makes it more obvious which objects will be rendered which can be misleading when only viewport visibility toggles are shown by default. This change affects all existing and new Outliner editors.

1693	The commit should bump the file subversion so this isn't executed every time a file is loaded.
