rB3d9ee83d8818: VSE: Preview images when moving strip handles

Summary

Trimming in the VSE is harder than it needs to be in the VSE, since there is currently no way to see the actual frame of the transform.

This patch adds a checkbox to toggle Preview During Transform 'on' and 'off'.

When it is 'on' the preview switches the preview to the start/end frame of the active strip during a handle being dragged with the mouse or with move + left/right arrow keys(or + shift for slow).

This way users can find the exact 'in' or 'out' frame with ease.

Later on, if considered valuable, this feature could be expanded to a split screen preview for ex. both the start and the end frame of a slip or a roll. And when moving an entire strip, the frames outside the strip should be previewed, so the user can see where the strip is placed in relation to the non-moved strips.

As far as the ui the menu should be for operators, a pop over somewhere might be better.

@Aaron Carlisle (Blendify) I don't see any popovers in the 3D View for settings like that, so I do not think that would be in consistency?
Imo, a visible toggle button in the header would be the most user friendly way, but as this seems to be a big design issue to do that: https://developer.blender.org/D9699#241942 it is left in a decision limbo.
I could place it as a toggle button in the Transform header, like the Expand(ripple) button? https://developer.blender.org/D10074 But since this hasn't been accepted yet, I don't know if that is allowed either?

Basically this should be default behaviour when trimming, but since the image processing is not very fast in the vse, it needs to be optional.
