Minor UI: Change the File Browser Editor window title from 'Blender File View' to 'Blender File Browser'

Summary

When you FILE/OPEN the resultant Browser Editor window has the title 'Blender File View'.

I think this title should be the Editor name, inline with how the Preferences Editor windw header is labelled.

I personally like this suggestion, the current name kind of bothered me too (but couldn't actually be bothered enough to change it).
