T62493: DXF import does not start when there is a scene georeferencing
Summary

Seems GIS addon https://github.com/domlysz/BlenderGIS defines a USER coordinate system that was not considered on DXF import.
Also needed to move merc_scene_lat and lon because was complaining about not being defined.

opens simple a dxf, I do not know if more coordinate systems should he added in the list and how they afect to import.
