UI: Added an option in the User Preferences to allow the display of the viewport axis gizmo in the 3D view while transforming an object.

Summary

Before 2.8, the "gizmo" or 3D viewport axis viewer at the top right of the 3D view would never disappear if the user were to translate, rotate or scale an object. This would allow my students to pick and choose which axis to constrain to with a lot more confidence. The constant display was a good guide to allow people to be a lot more spatially aware during transform operations. This feature does not remove the hidning of the gizmo but adds a toggle inside the user preferences to allow people to choose between if they want it or not, I understand people sometimes dislike the intrusion of having the gnomon visible at all times.

Please do keep in mind, this is my very first commit to Blender, I wanted to give myself something very simple and if ever anything needs refactoring or changing, please let me know!

I wonder if this should just be the default behavior... is there a particular reason to disable the buttons while transforming?

That's what I thought as well, but the code was hiding it on purpose in the first place, so it made me wonder if people might have wanted a less intrusive UI while editing objects

I don't quite see the reason in keeping the camera control buttons with the widget while transforming though,I could have a look to see if I can disable them?

I don't think this should be a preference either. Just because it involves a design decision doesn't mean it should be a preference.

The change is great though, removing that flashing is so much better.

Note that D9567 already changes the behavior this way.

Yeah, I think that makes sense. I have a limited understanding of the gizmo system, but from what I can tell that patch takes the change a bit deeper so that it will be easier to do more similar changes in the future.
