It is well known WSL2's performance is "lacking" for ntfs volumes it's not an exclusive problem to the manual generation.

I'm not entirely convinced the blender manual is the place to educate people on its shortcomings (also WSL1's performance is much better in that regard btw)

Instruction on installing wsl on windows defaults to wsl2 now.

I have used and tested on wsl myself and the issue wasn't immediately obvious.
