Before this patch, users had to switch render engines just to change how the hair should be displayed in solid and material preview viewport shading modes.
I decided to go ahead and change the layout from when I first posted the Diff. Here is what it looked like for reference.

The labels "Viewport" and "Render" were technically not accurate since the viewport setting does not change how hair is displayed by Cycles in the viewport. That is why I revised the layout. I labeled the new section "Viewport Display" following the naming convention established in the material properties.
