Summary

This patch adjusts the UI layouts for the tool header and the tool
properties in sculpt mode in a few ways. The goals are to better group
related settings, keep fundamental settings easily accessible, fix the
availability of some options, and make better use of space.

BeforeAfter
  1. Remove ID template in tool header
    • This didn't serve any purpose and was just taking up space
    • More advanced selection of brushes can be done in the properties panels
  2. Rename "Add Amount" to "Count" for add brush
    • This just sounds a bit more natural
  3. Add "use pressure" toggles to radius and strength sliders
    • For accessibility and consistency with mesh sculpt mode
  4. Move strength falloff to a popover
    • Allows configuration in "Custom" mode
    • Keeps less-adjusted settings out of the way
  5. Move many "Add" brush settings to popover called "Curve Shape"
    • There were too many options to fit in the header
    • Grouping related options makes them easier to understand
  6. Move two "Grow/Shrink" options to a popover called "Scaling".
  7. Don't display "Falloff" panel in property editor when it has no effect
    • It was confusing to see the useless settings when the add or delete brushes were active

This is very useful when you are in fullscreen mode, with hidden T-panel and changing brushes with shortcuts without it you won't be able to confirm which tool you have activated.

In this case all of the tools have icons, which users would probably be familiar with at that point anyway.

Generally looks good to me. Should also be checked by Dalai or Pablo though.

Add "use pressure" toggles to radius and strength sliders

Should check if that actually works and fix it if it doesn't.

Nice! A more compact toolbar is always welcome.
Sphere | Projected could become icons one day as well, since they are present on pretty much every brush, just like Add | Substract direction property.

Since a few versions Blender shows the Tool icon in the header when the Toolbar is hidden.

Great idea!
