Scrollbar is stuck on the top for a while if the panel that is being scrolled is so big that the slider size is clamped to minimum.
This patch solves that by calculating the ratio one more time if clamping.

I've tried this fix in several different areas but probably has to be tested more before accepting that it works 100%.
