make some (old looking) themes similar to the blender dark one

Summary

Some other themes still use the "old" styling for properties and preferences headings, this patch makes them look similar to the default dark one.

Notice the change in the headings!

the themes affected are: Maya, Minimal Dark and White

Hmm, some of those themes have a different look on purpose, I think...
Perhaps inform the maintainers of these themes about these changes first would be better? T74360: Built-in themes

No. That is not the case!

in one episode of blender today live, people tell pablo that the light theme keeps the "old" look and is not updated like the dark one, he confirms it and even showed how to fix it.
I happen to be in that stream and i was annoyed by the non consistency between the themes so I made the changes based on what I see in the episode :)

The Light theme maintenance is a little different though, as it is more like an "official" default/internal theme, same as Dark, unlike the rest, which are community themes..
Anyways, it was just to be on the safe side... ๐Ÿ‘
