ctest/windows: use python from the bin folder rather than the lib folder

Summary

The lib folder does not have the python bindings installed for the various
dependencies. the one in /bin does.

Not super thrilled about adding a custom property to the blender target
but it wasn't directly obvious to me how to get the value of a global
property in a generator expression.
