This operator is quite different than the operators you have put this between. I would put this next to Hooks, maybe even in a separate Parent submenu with this one item.

This operators also works for curves/surfaces and lattices, so should be in those menus as well.

Yes, I think that's fine. One more thing, text="Make Vertex Parent" is unnecessary since that's already the name of the operator and will be used automatically.
