Summary

This works around a long outstanding issue T50176 with cycles on msvc2015/x86 . root cause is still unknown though,feels like a game of whack'a'mole

@Ray Molenkamp (LazyDodo) if I am correct the issue is in MSVC 2015 but 2017 does not have this issue? Maybe it is just better and move directly to MSVC 2017?

The issue seems specific to 2015/x86 , moving to 2017 directly is probably best, but we have to hold off until a cuda version gets release with 2017 support.
