Currently the splash screen lacks information about how to dismiss/close it. The first time I opened Blender I just guessed clicking other areas would close it. Adding a dismiss button would give users one way to close the splash screen.

I am a little skeptical here I think currently adding the button clutters up the UI.
Maybe we can make it the first tip shown in splash screen tips (see https://developer.blender.org/diffusion/BAC/browse/master/ui_splash_tips/)
So maybe it would be better to work on finishing up the design for that before we add something like this.
IMO, if we *do* add a button for this (and there are valid arguments to be made in favour of that, W.R.T general UX best practices) I'd lean towards making it a simple X in the corner of the splashscreen.
However, as currently proposed, this just adds clutter.
I second @Joshua Leung (aligorith)'s words, I had the same thought. I can see two things which would need to be done/looked at:
- Drawing of a 'X' that is easy to catch and looks nicely in place.
- Typically such buttons are in the upper right corner but this space is currently used for build info. Possible Solution: We could move build info to the re-purposed info editor in 2.8? (https://wiki.blender.org/index.php/Dev:2.8/UI/Workshop_Writeup#Info_Editor).
Since it's been quite a while I'm going to close the patch, since it would need some design work anyway. The splash changed quite a bit from 2.79 to 2.80.
