Allow user to delete materials from FBX on export

Summary

I use ID mapping to texture in Substance Painter and it is easiest if I delete all materials on export from Blender as FBX. I modified the existing FBX exporter to add an option to delete materials on export so that if I need to make changes to the model I don't have to undo/redo materials every time.

This is a very simple patch, any questions please contact me.

Do you intend to commit this change for Blender 2.79 or Blender 2.80?

Please avoid mentioning names of other programs within Blender's UI, source code or documentation.
Assuming this is a generic setting that could be used for other purposes?

The setting del_materials does not change per material, you can test for it before and not enter the loop at all.
