T38548: When used with an image sequence 'Edit externaly' in the UV/Image editor always sends the first frame to external application

Summary

Pretty much straightforward change -- make it so this operator
gets a filepath for image at the frame specified by an image user.

Exposed this is image.path_for_user() function.
