T39244: Draggable popups

Summary

This patch allows you to click on areas of the popup with no buttons to drag them.

The patch isn't ready for master quite yet.

TODO:

define a convention for dragging popups (corner drag icon?)
choose which constraints should be applied, eg, should this be limited to the current area?
choose which kinds of popups should be draggable.

I think the title area of the popup should be draggable. We don't have that explicitly defined in the code though, the title is just a label as any other now.

I don't think the popup should be limited to any area.

Probably any popup except for menus should be draggable? I think that's !(block->flag & UI_BLOCK_LOOP) maybe.

I'm not sure what happened to my comment before...I'm sure I already commented on this. But I agree completely with @Brecht Van Lommel (brecht)'s points.
