T37953: Separate sun lamp size as angular diameter

Summary

This patch aims to get some feedback on the progress of letting the user specify an angular diameter for the sun light in Cycles.
The one task that is still not quite completed is integrating the new property into EEVEE as a new UI component, as well as using
the sun_angle property once it has been converted. Any feedback on changes I need to make would be appreciated.
