This is a patch to remove unuseable items from the tool settings panel.

In this patch:

Remove useless warning for tools that don't support tool settings
Remove Modifier Up/Down/Add/Delete from Tool Settings
Remove Texture Sloy up/down
Remove paint tool select items
Show an axis widget for the Rotate Tool Settings. This makes it possible to use the tool settings for Rotate, because you can tweak which axis it is rotating around.

550	It seems we need some sort of flag to indicate that we do want to show properties in the keymap editor but not in the tool settings panel. I thought PROP_HIDDEN would be enough but it's actual not quite what we need.
