Summary

Before there were two options: Paste to original layer called "Paste" and Paste to active layer called "Paste & Merge"

Now, by default the paste is in active layer and the "Paste & Merge" has been renamed "Paste".

For old "Paste", now is called "Paste by Layer" and it's not the default value anymore.

Agree with both changes:

Paste all the copied element to the active layer by default is what the user would expect.
The new name 'Paste by Layer' define better what the other paste mode does: Paste the element mantaining their original layers.

I would keep the paste icon but only for the default paste option.
