I think it may be better to update all the GPU buffers at the end of the stroke
or tool? Otherwise zooming out is quite choppy.

Yes, the first time you zoom out is way slower. I think we should only do these updates at the end of a tool/brush. The other option is to update after a view camera movement, this way we won't need to take care of this in the tools code, but it will glitch for a moment.
