Summary

Design task: T70142 (sort of)

The patch adds two new operators, one for the Image editor and one for the Clip editor, that centre the view to the 2d cursor location.

The operators are added to the View menu of the editors and they only work if the 2d cursor is actually drawn.
An option is included for either keeping the same zoom factor or setting it to 100%

Applied although removed the keep_zoom option (the 3D view operator doesn't do this)

Do you think it would be worth it to also add a reset cursor option to the view_all operator, as the original task proposed?
