Freeetype 2.9.1 tags dllexport on most of its functions so these
are now exported from the blender binary. (Same issue as D6563
which fixed it for USD)
Issue has already been fixed upstream so a simple version bump
fixes it.

Should this still land in 2.82? (given we have already done lib changes in bcon3) or should i sit on these until 2.82 is out of the way?
these are cleanup diffs, nobody will really notice any change so i'd be more than happy to sit on these for a bit

I think we should wait a couple of weeks to be sure our latest lib updates for 2.82 are working well.
And then we can do further updates for libs in master / trunk.
