T65404 Close file dialog doesn't show up if Blender is minimized

When trying to close Blender from the Dock/taskbar, the close file dialog appears, but you can't see it, in the case of:

Blender is minimized
behind other apps
on other "desktop" (macOS Mission Control space)

Yes, that should be all that is required for Mac. There is an additional issue for Windows from version 10 addressed here: https://developer.blender.org/D5107
