T69628: Improve UI for rigid body collections

Summary

In the transition from the new interface some things are out of place.
In the case Collections was the Collision Groups inside the Surface Response topic.
This patch turns Collections into a new topic and removes excessive .. admonition:: References.

I didn't understand what you mean.

This term "collections" is confusing. It seems to refer to "collections" in the outliner
But these "collections" are not the collections in the blender outliner.
They are more like "layers" (just like armature has "layers").

Before it was called "groups" but it was changed in rB7c7f3776#change-r31Wbnfnv0Kg without considering that this can be confusing in some cases.

The patch only repairs existing documentation.
In fact it can be improved but I don't know exactly how these "layers" work.

Good enough for now then. We can revisit this in the future after looking at the code and testing.
