The VSE context menu has become far too long, so this patch moves Add Modifier from Context/Strip to the Add menu:

I agree it makes no sense to have this in the context menu. I think we could just remove this from there. We don't have the ability to add modifiers in all the other editor's Add menus, so we probably should follow the same convention here too.

I think they should be present in one menu or the other. As I understand it, don't you want it in any of them, so I'll just close this patch.
