Summary

This revision relocates the add-on to a more appropriate location. when exporting a game, the blender player defaults to the scene and layer currently being used, much like pressing P inside of blender and by chance the render_layer is empty while using the Game Engine.

Moved panel from [ properties > window > render ] to [ properties > window > render_layer ].

I really don't think the Render Layers is a better location. The Render properties are already where we have various options to control how the game is run. The BGE currently does not make use of the Render Layers properties.
