This adds the option to enable scupting in multiple levels in Multires.
I always enable this in my builds by manually changing the code when
developing multires features. Having it enabled also helps me to catch
bugs in the tools related to Multires earlier (like D7508).
Now that we support experimantal features I does not make sense to leave
commented code to enable them.

I don't know if it should be an option even. It was something how it all worked for decades, with even worse state of undo.
I would almost say we should just enable sculpting on all levels, without any option. Sculpters will enable it anyway.
The undo story goes deeper and deeper into all sort of wrong design decisions made in the past. It becomes bigger project, with less convincing benefits and even less convising being a stopper of just allowing to sculpt on all levels. There are A LOT more way to "ruin" sculpt than switch sculpt level anyway.
