Summary

Since the choice to link or append has been removed in the file browser operator panel,
there was no way to tell whether as a user you were linking or appending.
To fix this the proposed patch separates the operators.

Didn't want to wait too much longer for review as the actual code changes are unlikely to be controversial and since the functionality seemed to be the consensus in the discussion for T41593 I went ahead to commit
