Summary

Add Proxy Setup, Build and View to a menu in the Preview/View menu, since the proxy settings are hard to find.
They're both exposed in the Sequencer Sidebar(twice) and in the Preview Sidebar.
If they are collected like this, it will be more simple for users to locate and execute the essential proxy functions from a menu.

Rebuild was previously exposed in the Strip menu, now that has been removed since that would be redundant.

The View menu is getting busy. We might want to rethink which parts belong to another menu related to playback, maybe even a new top-level menu.

The VSE UI should properly have implemented overlays. So many of the View menu entries could be moved there, and also options to switch strip text elements, waveform, f-curves on and off could go there. Alternatively, a "Sequence" menu could be added and things like proxy, render, range, navigation, zoom, refresh could go there.

This proxy menu is added to the Preview menu which isn't that cluttered, but the Preview/Sequencer is, and it is also added to this one.
