Summary

The options before did not really fit in the menu, now we have a more generic menu for things like this.

It was confusing in the view menu, in the preview mode only, to have operators that depended on strip selection.
I also adjusted the Proxy options text and added tooltips for the confusing options.

I am not sure if having menu for sequence is good idea. It is a thing, but you set up/rebuild proxy for strip not sequence.
Also I don't quite understand why there would be export subtitles in "Sequence" menu as well as openGL render items.
