Summary

Currently, the FFmpeg options are in two parts of the properties editor and can be confusing for users as the properties in the scene properties affect the render output and not preview playback. Currently, playback is controlled by in the user preferences, in T49241 there was talk about making these scene settings but that is beyond the scope of this patch.

Looks good, not ideal as discussed in T49241, but probably better than what we have currently. :)
