  1. In line with other areas of the UI (Viewport Visibility dropdowns), when the 'Snap' icon is Off, should the contents of the 'Snap to' dropdown be inactive?

The original patch made the 'Snapping' icon mute/unmute inline with the 'Snap' icon setting.

This revision make the 'Snapping' Drowndown contents also mute/unmute inline with the 'Snap' icon setting.

The reason we didn't do this was purposeful. Even when the snapping toggle is off, you can still activate snapping with ctrl. In that case it's quite inconvenient if the panel is grayed out. Yes, it's inconsistent, but the alternative is worse.

Thanks for the patch, since there is reasoning here I'm going to close this though.
