Summary

I've committed these changes for modifiers, gpencil modifiers, and effects, but I just wanted to
check on a change I had to make here before committing, just to be safe.

This is the only thing: I had to add invoke and change the poll function for the delete operator. It's now more consistent with the other stack "remove" operators.
