Mostly this is just renaming of functions for consistency and comment formatting.
Doxygen sections are also added.

For renaming:

• Removed ui_ prefix for static functions
• Reordered some of the words in function names to make larger concepts come first, aligning with the style elsewhere
• Clarified some names like ui_do_drag

In a case or two I lowered the scope of some variable declarations. More of that should probably be done.

I didn't do any reordering of functions because it makes the patch too messy.

As far as I know there are no pending patches in this area, only the property-search-ui branch that I've been working on. So this is a safe change.
