T78975: "Color Filter" and "Mask by Color" in Sculpt Mode are broken.

Summary

This started to happen after adding the lambda functions to disable the
tools as experimental. It seems that adding the reference to the keymap
when declaring the tool solves the issue, but I'm not sure why it is
needed in this case.

This isn't really my area. Can only say that code looks sane.

Get a review from Campbell or, maybe, Julian, depending on their availability.
