Summary

Turns out, the normals seem to be incorrect all the time.
Inverting the normals (by changing polygon vertex order) seems to solve the issue.
The remeshing operator does the same in BKE_mesh_remesh_voxel_ovdb_volume_to_mesh_nomain.

Presumably OpenVDB just has a different winding order convention.
