Summary

Replace BKE_sequencer wirh SEQ_render or SEQ_proxy prefixes.
In cases where function is very generic, only SEQ prefix is used.

This patch is based on D9437.

Do you mean depends?

This change seems fine. But the D9437 needs more work on description before it can be properly reviewed and accepted.
