Summary

Part of ideal solution for T82241: NLA: Fix Dragging Strips

Remove broken strip bound exceed resolution logic associated with
transitions. It was supposed to allow strips to be moved into
compensating transitions. The problem is that it didn't check if
that lead to further strip overlaps. This allowed action strips to
be placed entirely within another action strip.
