Part of ideal solution for T82241: NLA: Fix Dragging Strips

Remove some loose comments that still refer to transition strips.
(this is assuming this is patch is applied after all the other
transition removal patches).

Note: nlastrip_evaluate() infinite recursion check left in code in case
of accidental infinite recursions
