Summary

I was creating an attribution document (P1835) and re-remembered that there were plenty of README.blender missing.

Note: I think we should remove the ISC license from the license folder. And in the end add this document (P1835) after some review in the licenses folder.

"New BSD" and "BSD 3-Clause" are the same thing, so perhaps use the latter since that is what we use in other places in Blender.
