Video Editor adds slight delay in-between video clips

Worked: (newest version of Blender that worked as expected)

Short description of error
When rendering the result of the video editor, a slight jump or delay is added between adjacent clips

Exact steps for others to reproduce the error

  1. Open blender video editor tab
  2. Add a few random video clips in the Sequencer
  3. Give a render output to the video
  4. Select any Encoding Container format (I tried MEPG-4 and Avi)
  5. Render it (Ctr+F12)
  6. The result animation will have a slight delay at the beginning of each clip (like "holding" two or three frames)

I can't reproduce this issue myself. Can you attach a minimal file with small videos that reproduces this issue? Make sure to pack the videos or attach them here as well.
