Short description of error
Lights will stop casting shadows if diffuse and specular sliders are bellow 0.01, which becomes an issue when working with lights only used for the volumetrics

Exact steps for others to reproduce the error

Take any light and drop either diffuse or specular slider down to 0

When you proceed to drop the other slider ( diffuse or specular ) down to 0, as soon as it hits 0.01 it will start disabling the shadows

You can view this behavior by enabling volumetrics on the scene, you will notice that volumetrics the "godrays" going away and the volumetrics acts like the light shadows is off
