Certain verts will merge into eachother when using toplogy mirror

Short description of error
Sometimes when using topology mirror some verts in the middle of a mesh will merge together, for no apparent reason

Exact steps for others to reproduce the error
Open the attached blend file. go to edit mode, enable X mirror, enable topology mirror. Enable proportional editing. Select any vert and move it around. Notice some verts on the teeth will merge together.

Try without proportional editing, moving a random verts won't make the teeth verts merge now. Try selecting one of those teeth verts and move instead tho. Again they merge for some reason.

This is an issue that has happened a few times, but is hard to replicate when making a new model. But it crops up consistently for me, in the middle of character models.

This is a different effect of the same issue described in T81698: Topology Mirror usage.
Topology Mirror has a hard time defining what the mirror vertices are (since it needs to consider topology and not position).

When proportional edit is enabled, all vertices are considered to be transformed (so the mirror goes to the "expected" position).
