Short description of error
In 3.3 in vertex paint mode we were able to select vertices and use the Levels,Hue/Saturation, Brightness/Contrast from the Paint menu, now what happens is that the selection is immediately toggled off and these operators work on the entire mesh only. It's so broken that the team had to start working in an older blender version where it still works - admittedly not without it's problems too (like hitting undo will not only undo the operation but also disable the masking toggle).

Exact steps for others to reproduce the error
On a mesh with vertex colour select some vertices in edit mode, switch to Vertex Paint, select the Vertex Selection for Masking button up top, and try to run any of the above operators, Blender will revert the masking and apply the operator to the whole mesh instead of to the selection.

Checked on Blender with all settings reverted to default settings and addons removed.

Event Timeline

There's also some additional weird behaviour if you go between vertex and face masking and try to run these operators, either random vertices of the model outside the selection will get coloured or nothing at all will happen. Going into paint mode, unchecking all masking, back to object mode and back to vertex paint mode again makes it go back to the behaviour described above.

I'm having a similar related problem. I can *only* get Levels, Hue, Brightness etc to operate on the selected Mask option. If I disable Mask in Vertex Paint mode, switch to, say, Hue, then start changing values, then it re-enables the Mask again! Worse, even if I go to Edit mode and select the entire mesh, when I go back to Vertex Paint, as soon as I start playing with Hue values, it snaps back to some older face selection I had. So, it's impossible for me to apply Hue to an entire model, or really have any control over what is being adjusted.

Yes, that sounds like what I’m seeing.
