Can you try turning hardware acceleration down, so we can see if it's a driver problem?

I had test it on XP SP2 on a Nvidia FX5700 128Mb, MSI drivers 163.x OpenGl 2.1.1, full acceleration enabled, scaling of faces, grab, rotate, work flawlessly,
I understand the higher kinds of Nvidia cards, no longer use the same universal driver as the lower ones, so perhaps, driver "inmmaturity" flaw, tried to download latest version from your cards vendor, or from Nvidia site?
Sean: you have to seek the problem in the way you've configured opengl on your system.
A typical way to check is to find the slider to set hardware opengl accelleration down to zero. Also try to find out how other 3d apps behave on your system (like games), maybe one application has configured your system entirely?
