Blender Menus refresh too late (2.45, 2.46)

Description

since i got a new computer (and no longer have my old one) i've been unable to use blender because none of the buttons refresh before i move my mouse away.

when i click on a button in blender (2.45 or 2.46, don't have older versions) it first appears to do nothing. but when i move the mouse away from where the pop-up menu would be, i see a one-frame flicker of the menu that should've been there before it disappears. if i try again, but instead of moving the mouse away i click where the menu SHOULD be, it knows what i clicked on and will perform that action. but i don't know what i clicked on.

also, if i hit spacebar and or try to open any other menus that have sub-menus, when i run my mouse over where the sub-menus should be then the menu will refresh, but the sub-menus will still be invisible. if i open another sub-menu, the last one will become visible. it's like the blender menus are always one step behind me.

3D interaction works fine.

my pc's an
intel pentium D 3.00GHz x two,
1.00GB of RAM,
Windows XP SP2, all latest updates,
with a rather nice leadtek GeForce 9600GT 512MB extreme, with the latest drivers (tested with older drivers as well).

I can only conclude that your new system has nvidia settings for opengl that don't work with Blender. Check it, and disable all suspicious features (like FSAA)

i forgot to mention that my screens were set up upside-down. turning off the screen rotation made blender work perfectly, so i brought the screens down and now it works fine.

This is a generic request to test your bug report and see if it is still an issue in 2.5alpha2 if so please let me know by making a comment in this report ie 'also in 2.5alpha2' and I will add it to the 2.5 bug list.
