Blender 2.5 crashes at startup if system language is set to Arabic

Description

I have to set my system "language for non-Unicode programs" to English to get blender working

If i set it to Arabic blender no longer working and this error appears

to start-up "blender 2.5" I have to do the following
open the "Control panel" > "Regional and language option" > "Advanced" >
then change the language to "English (United States)"

this problem happens in every machine having Arabic chosen as a "language for non-Unicode programs"

It's clear enough, just took a while before I could look into this. I found out it's due to a bug in Python:

http://bugs.python.org/issue1616979

It seems to be fixed in their development version already, but not in the latest release. Will check on how to get this fix in Blender.

Doesn't seem like python is coming out with a new version very soon, so just applied the fix manually in our version for now. For builders, the lib/windows directory has to be updated to ensure to get this fix. Thanks for the report, closing.
