Description

This patch makes the Middle Mouse user preference actually function by changing the keymap (shift/no-shift) based on the user preference on startup and when the preference changes. Also switched USER_VIEWMOVE to be associated with the pan rather than rotate, which should make pan the default as it was in 2.49.

Hi, the 'middle mouse rotate' preference was removed, because that's now handled with key maps. View orbit was always the default in 2.49 as well.
