PROPERTIES: Resolution changes based solely on changing encoding format

Description

Summary: Having a project set up to a particular resolution will shift when you choose certain encoding parameters. For example, changing the encoding format to FFMpeg will suddenly change your resolution to 720x480. One would expect that only the Dimensions panel should invoke changes in resolution.

Platform: Linux amd64 (Ubuntu 9.10)

Confirmed, calling some weird preset code that doesn't belong there. Probably should migrate it to python preset system for FFMPEG outputs.

Still looks like the dimensions are changed when you select from the "Presets" group box under Encoding.
